A systematic program of ethnic cleansing is taking place in New Orleans and the Mississippi Gulf Coast. The Black majority of the region, particularly in New Orleans, is being denied the unqualified human right to return to their homes by the US government on all levels. Rather than adhering to the human rights standards and international treaties that govern the process of relief, resettlement, and reconstruction for Internally Displaced Persons (IDP’s), or its own laws and policies, such as the "Stafford Act" or the "USAID Assistance to Internally Displaced Persons Policy", the US government has fundamentally chosen a neo-liberal, free-market solution to guide its policy of recovery, resettlement and reconstruction in New Orleans and the Gulf Coast.
